The current plan for colonizing Mars is a series of staggered deliveries, each launching during the Hohmann Transfer window ever 26 months. Unless someone is there to assemble those materials, that is 26 months of material (and investment) doing nothing.
Foothold plans to change that by shipping production capability first.
